AN ACT TO ESTABLISH A UNIVERSITI AT ALLAHABAD.

-Whebbas it has been determined to establish a University at Allahabad ; it is hereby enacted as fol- lows :

1. (1) This Act may be called the Allahabad Uni-

versity Act, 1887, and Title and commence- (2) It shaU come into force

at once.

2. (1) A University shall be established at AUah-

(2) The University shall consist of a Chancellor, Vice-Ohancellor, and such number of Fellows as may be determined in manner hereinafter provided.

(3) The University shall be a body corporate by the name of the University of Allahabad, having perpetual succession and a common seal, with power to acquire and hold property, moveable or immoveable, to transfer the same, to contract ai^d to do all other things neces- sary for, or incidental to, the purposes of its constita« tion.

(4) The University shall come into existence on such day as the Local Government may, by notification in the official Gazette^ appoint in this behalf.

3. The Lieutenant-Governor of the North-Western

(4) The Hon'ble Sir John Edge, Knight, Queen's Council, Chief Justice of the High Court of Judicature for the North- Western Provinces, shall be deemed to have been appointed the first Vice-Chancellor, and his term of office shall, subject to the provisions of sub- section (3), expire*on the last day of December, 1889,

(2) The Senate shall have the entire management of and superintendence over the affairs, concerns and property of the University, and shall provide for that management f nd exercise that superintendence in accord- ance with the rules for the time being in force undar this Act.

sion to the examinations of the University, for attend- ance at any lectures or classes in connection with the University, and for the degrees to be conferred by the University, as may be imposed by the rules for the time being in force under this Act.

(2) Such fees shall be carried to a Greneral Fee Fund for the payment of expenses of the University.

18. (1) Every examiner, officer or servant appointed or remunerated by the Senate,

21. (1) The accounts of the income and expenditure

(2) Por the purposes of the examination and audit, the auditor appointed by the Local Government may by letter require the production before him of any books, vouchers, and other documents which he deems neces- sary, and may require any person holding or accountable for any such books, vouchers or documents to appear before him at the examination and audit or adjournment thereof, and to answer all questions which may be put to him with respect thereto, or to prepare and submit any further statement which the auditor considers necessary in explanation thereof.

(3) Any person who, in the absence of reasonable excuse, the burden of proving which shall lie upon him, refuses or neglects to comply with a requisition under sub-section (2), shall be punished for every such refusal

or negleict with fine, which may extend to one hundred rupees,

(4) When the auditor has completed the examination and audit he shall report the result thereof to the Local Government, and that G-overAment may there- upon disallow any payment made contrary to law, and surcharge it on the person making or authorizing the making of the illegal payment.

(5) If the amount of a payment so surcharged is not

An Act to amend the law relating to ihe Universities of British

Whbebas by Acts II, XXII and XXVII of 1857, Act XIX of 1882, and Act XVIII of 1887, Universities were established and incorporated at Calcutta, Bombay* Madras, Lahore and Allahabad ;

And whereas it is expedient to amend the law relat- ing to the Universities of British India ;

2. (1) This Act shall be deemed to be part of each

(2) In this Act, unless there is anything repugnant in the subject or context,

(a) the term "College'* or " affiliated College " in- cludes any collegiate institution affiliated to or maintained by the University ;

(5) the expression " the Government '* means in relation to the University of Calcutta the Governor -G^eneral in Council, and in relation to the other Universities the Local Govern- ment; and

(c) the expressions " the University" and " the Act of Incorporation " and any expression denoting any University authority or officer or any statute, regulation, rule or by-law of the University, shall be construed with reference to each of the said Universities respectively.

(i) elected by registered Graduates or by the Senate,

(ii) elected by the Faculties, and

(iii) nominated by the Chancellor.

(2) The Ordinary Fellows shall, save as herein other- wise provided, hold office for five years :

Provided that an Ordinary Fellow who has vacated his office may, subject to the provisions of this Act, be elected or nominated to be an Ordinary Fellow.

(3) The Body Corporate shall be the Senate of the University, and all powers which are by the Act of Incorporation or by this Act conferred upon the Senate or upon the Chancellor, Vice-Chancellor and Fellows in their corporate capacity * * shall be vested in, and exercised by, the Senate constituted under this Act, and all duties and liabilities imposed upon the University by the Act of Incorporation, shall be deemed to be imposed upon the Body Corporate as constitute^ under this Act.

(^) No act done by the Univei'sity shall be deemed to be invalid merely by reason of any vacancy among either class of elected Ordinary Fellows, or by reason of the total number of Ordinary Fellows or of members of the profession of education to be included among Ordinary Fellows, being less than the minimum prescribed by thia Act.

6. (1) Notwithstanding anything contained in the Act

of Incorporation, the persons for

in the list contained in the first schedule to this Act or

added to the said list under sub-section (2) shall be the

ex-offido Fellows of the iTniversity.

(2) The Government may by notification published in the Gazette of India or in the local official Gazette^ as the case may be, make additions ^to, or alterations in, the list of offices contained in the said schedules :

Provided that the number of ex-officio Fellows shall not exceed ten.

6.(1) 1

Ordinary Fellows.

(2) In the case of the Universities of the Punjab and Allahabad, the number of Ordinary Fellows shall not be less than forty nor exceed seventy-five ; and of such number

(a) ten shall be elected by the Senate or by regis-

tered Graduates ;

(b) five shall be elected by the Faculties ; and

(c) the remainder shall be nominated by the

Chancellor.

(3) The election of any Ordinary Fellow shall be subject to the approval of the Chancellor.

(4) Elections of Ordinary Fellows by the Faculties and nominations of such Fellows by the Chancellor under this section shall be made in such manner as to secure that not less than two-fifths of the Fellows so elected and so nominated respectively shall be persons following the profession of education.

7. (1) Once in every year, on such date as the ^ _. _ Chancellor may appoint in this

(2) The Syndicate shall maintain a register on which any Graduate who—

(a) has taken the degree of Doctor or Master in any Faculty, or

(h) has graduated in any Faculty not less than ten years before registration,

shall, subject to the payment of an initial fee of such amount as may be prescribed by the regulations, be entitled to have his name entered upon application made within the period of three years from the com- mencement of this Act or of one year from the date on which he becomes so entitled :

Provided that, if such application is made after the expiry of either of the said period, the applicant shall bp entitled to have his name entered on payment of the said initial fee, and of such further sum as may be prescribed by the regulations.

(3) The name of any Graduate entered on the regis- ter shall, subject to the payment of an annual fee of such amount as may be prescribed by the regulations, be retained thereon and, in case of default, shall be removed therefrom, but shall, at any time, be re-entered upon payment of all arrears :

Provided that a Graduate whose name has been already entered on the register may at any time com- pound for all subsequent payments of the annual fee by paying the sum prescribed in this behalf by the regulations.

(4);No person other than a Graduate whose name is entered on the said register shall be qualified to vote or ^to be elected at an election held under sub-section (1).

(5) A Graduate registered under this section shall -be entitled to gsuch further privileges as may be deter- mined by the re ulations.

8. (1) The provisions of section 7 shall not apply to ^ -. ^ the University of the Punjab or to

ele'S^SenTm"'' Jhe rniversity of All»h.b.d until the Chancellor, with the previ- ous sanction of the Governor-General in Council and by notification in the local official Gazette^ so directs ; and until such time the Ordinary Fellows of the said Uni- versities, who would be elected by registered Graduates if the said provisions were in force, shall be elected by the Senate.

(2) In the case of the University of the Punjab and the University of Allahabad, there shall, if neces- sary, be an election, once in every year, on such date as the Chancellor may appoint in this behalf to fill any vacancy among the Ordinary Fellows elected by the Senate.

(2) An election under sub-section (1) shall be held subject to such directions prescribing the qualifications of the persons to be elected as may, from time to time, be given by the Chancellor, with a view to secure the return of duly qualified persons and the fair represen- tation of different branches of study in the Senate.

(J) The Ordinary Fellows mentioned in clauses (d) and (e) shall, as soon as may be after their appointment, and in such manner as the Chancellor may direct, elect the Fellows who under the said provisions are to be elected by the Facukies. * «

(g) An election under clause (f) shall be made sub- ject to such directions prescribing the quali- fications of the persons to be elected as maj be given by the Chancellor, with a view to secure the return of duly qualified persons and a fair representation of different branches of study in the Senate.

{h) As soon as Ordinary Eellows have been nomi- nated and elected * * * under clauses {d)^ («) and (/), as the case may be, and the persons so elected have been approved by the Chancellor, the Chancellor shall declare that the Body Corporate of the University has been constituted in accordance with the provisions of this Act and shall append to the declaration a list of the Senate, and shall forward the said declaration and the appended list to the Governor-General in Council, who shall cause the declaration and list to be published in the Oazette of India,

(i) The seniority of the Fellows included in the list mentioned in clause {h) shall be deter- mined by the order in which their names appear in the list.

(J) Until the said declaration is published under clause {h)^ the Fellows holding office at the commencement of this Act shall, together with the Chancellor and the Vice-Chancellor, continue to be the Senate of the University, and shall be entitled to exercise the powers conferred upon them by the Act of Incor- poration.

(Jc) Every Ordinary Fellow elected or nominated under this section shall, unless his Fellow- ship is previously vacated by death, resigna- tion or any other cause, hold office for not less than three years.

(Zj At or about the end of the third year from the publication of the declaration mentioned in

clause (h\ the names of, as nearly as may be, one-fifth of the total initial number

(i) of Ordinary Fellows elected under clause (e), as the case may be,

(ii) of Ordinary Fellows elected under clause (f), and

(iii) of Ordinary Fellows nominated by the Chancellor (after deducting from the said one-

fifth the names in each class which have previ- ously been removed from the list mentioned in clause (h) by reason of death, resignation or any other cause), shall be drawn by lot from among the elected and the nominated Ordinary Fellows whose names were included in the list mention- ed in clause {h\ and those whose names are so shown shall thereupon cease to be Ordinary Fellows.

(m) At or about the end of the fourth, fifth and sixth year from the publication of the said de- claration, the names of Ordinary Fellows shall be drawn by lot from each class of Ordinary Fellows included in the said list, in the man- ner provided in clause (Z), so as to secure that, as nearly as may be, one- fifth of the Fellow- ships of the Ordinary Fellows so included in each class shall be vacated in each year.

(n) An Ordinary Fellow elected or nominated, under this section, who has not previously vacated his Fellowship , shall cease to be a Fellow at the end of the seventh year from the publication of the said declaration.

(o) The Vice-Ohancellor holding office at the commencement of this Act shall continue to hold office until the publication of the said declaration, and shall, if he is a member of the Senate as constituted under this Act, continuejto hold office as Vice-Ohancellor for the remainder of the term for which he was ^ originally appointed.

(jpi) The members of the Syndicate holding office at the commencement of this Act shall con- tinue to conduct the executive business of the Uniyersity until the publication of the said declaration and, upon such publica- tion, the Senate shall, in such manner as the Chancellor may direct, appoint a provisional Syndicate to conduct the ezecutiye business of the Uniyersity until the Syndicate has been constituted under this Act.

(q) The Senate as constituted under this Act may give orders for the provisional constitu- tion of Faculties, Boards of Studies and of any Board or Committee of the Senate, pending the constitution of such Faculties, Boards and Committees in conformity with th« regulations.

(r) University Examiners and all officers and ser- vants of the University shall continue to hold office and to act subject to the conditions governing their tenure of office or employ- ment, except in so far as such conditions may be altered by competent authority.

(<) The statutes, regulations and by-laws of the University in force at the commencement of this Act shall continue to be in force, except in so far as the said statutes, regular- tions and by-laws shall be altered or repealed by competent authority.

Himorary Fellows, 13. (1) (a) A Fellow holding office at the commence-

(6) Where a Fellow included in clause (a) does not become a Fellow under this Act, he shall be an Honorary Fellow for life.

(e) Where a Fellow included in clause (a) becomes a Fellow under this Act. he shall, whenever and so often as he ceases to be a Fellow under this Act, become an Honorary Fellow as provided in clause (6).

(2) The Chancellor may nominate any person to be an Honorary Fellow for life, who is eminent for his attainments in any branch of learning, or is an eminent benefactor of the University or is distinguished for services rendered to the cause of education generally.

(3) Notwithstanding anything contained in this sec- tion, any Fellow who at the commencement of this Act is entitled as such" to vote for the election of any person to be a member of any Council for the purpose of making laws and regulations or of any local authority, shall continue to be so entitled as if this Act had not been passed.

14. (1) Nothing contained in the Act of Incorpora- . . tion shall be deemed to prohibit

or the abolition or reconstitution of any existing t^aculty by the Senate under regulations made in accord- ance with the provisions of this Act.

(2) Eegulations made und^ sub-section (1) m^y^—

(a) provide for the assignment of Fellows to the several Faculties by order of the Senate ; and

(h) empower the Fellows so assigned to add to their number, in such manner and for such period as may be prescribed, Graduates in the Faculty and other persons possessing special knowledge of the subjects of sttidy represented by the Faculty :.

Provided that the number of persons so to be added to the Faculty shall not exceed half the number of Fellows assigned to the Faculty.

(3) A person added to a Facoltj under sub-section 2, clause (&), shall haye the right to take part in the ordinary business of the Faculty, and in anj election of an Ordinary Fellow by the Faculty, but shall not be entitled to take part in the election of the Syndicate.

15. (1) The executive government of the University

(a) the Vice-chancellor as Chairman ;

(6) the Director of Public Instruction for the province in which the headquarters of the University are situated; and, in the case of the University of Allahabad, also the Direc- tor of Public Instruction in the Central Provinces ; and

(c) not less than seven or more than fifteen ea:- officio or Ordinary Fellows elected by the Senate or by the Faculties in such manner as may be provided by the regulations, to hold office for such period as may be prescribed by the regulations.

(2) The regulations referred to in sub-section (1) shall be so framed as to secure that a number not falling short by more than one of a majority of the elected members of the Syndicate shall be Heads of, or Profes- sors in, Colleges affiliated to the University.

(3) If in the case of .any election the question is raised whether any person is or is not a Professor within the meaning of sub-section (2), the question shall be decided by the Senate.

17. Where the Vice-Chanceilor and not less than Honorary decreea two-thirds of the other members

^ ^ * of the Syndicate recommend that an honorary degree be conferred on any person on the ground that he is, in their opinion, by reason of emi- nent position and attainments, a fit and proper person to receive such a degree and where their recommend- ation is supported by not less than two-thirds of the Fellows present at a meeting of the Senate and is con- firmed by the Chancellor, the Senate may confer on such person the honorary degree so recommended without requiring him to undergo any examination.

18. Where evidence is laid before the Syndicate show-

ing that any person on whom a CSancenatian^of de- ^^g^g^^ diploma, license, title or greesan e i . mark of honour conferred or

granted by the Senate has been convicted of what is in their opinion a serious offence, the Syndicate may propose to the Senate that the degree, diploma, license, title or mark of honour be cancelled, and, if the proposal is accepted by not less than two-thirds of the Fellows present at a meeting of the Senate and is confirmed by the Chancellor, the degree, diploma, license, title or mark of honour shall be cancelled accordingly.

upon it by such affiliation, save in so far as sach rights may be withdrawn or restricted in the exercise of any power conferred by the Act of Incorporation or by this Act.

21. (1) A College applying for affiliation to the Uni- Affiliation tersity shall send a letter of appli-

cation to the Registrar, and shall satisfy the Syndicate

(a) that the College is to be under the management of a regularly constituted governing body ;

(6) that the qualifications of the teaching staff and the conditions goyerning their tenure of office are such as to make due provision for the courses of instruction to be undertaken by the College ;

(c) that the buildings in which the College is to be

located are suitable, and that provision will be made in conformity with the regulations, for the residence, in the College or in lodgines approved by the College, of students not resid- ing with their parents or guardians, and for the supervision and physical welfare of students ;

(d) that due provision has been or will be made for

a library;

(e) where affiliation is sought in any branch of

experimental science, that arrangements have been or will be made in conformity with the regulations for imparting instruction in that branch of science in a properly equipped labor- atory or museum ;

(/) that due provision will, so far as circumstances may permit, be made for the residence of the Head of the College and some members of th& teaching staff in or near the College or the place provided for the residence of students ;

(g) that the financial resources of the College are such as to make due provision for its continued maintenance ;

(h) that the affiliation of the College, haying regard to the provision made for students by other Colleges in the same neighbourhood, will not be injurious to the interests of education or discipline ; and

(t) that the College rules fixing the fees (if any) to be paid by the students h^ive not been so framed as to involve such competition with any existing College in the same neighbourhood as would be injurious to the interests of education.

The application shall further contain an assurance that after the College is affiliated any transference of management and all changes in the teaching staff shall be forthwith reported to the Syndicate.

(2) On receipt of a letter of application under sub- section (1), the Syndicate shall

(a) direct a local inquiry to be made by a compe- tent person authorized by the Syndicate in this behalf ;

{h) make such further inquiry as may appear to them to be necessary ; and

(c) report to the Senate on the question whether the application should be granted or refused, either in whole or in part, embodying in such report the results of any inquiry under clauses (a) and (6).

And the Senate shall, after such further inquiry (if any) as may appear to them to be necessary, record their opinion on the matter.

(3) The Registrar shall submit the application and all proceedings of the Syndicate and Senate relating thereto to the Government, who, after such further inquiry as may appear to them to be necessary, shall grant or refuse the application or any part thereof.

(4) Where the application or any part thereof is granted, the order of the Government shall specify the courses of instruction in respect of which the Col*

lege is affiliated ; and> where the application op any part thereof is refused) the ground of such refusal shall be stated..

(6) An application under sub-section (1) may be withdrawn at any time before an order is made under ■ub-section (3).

22. Where a College desires to add to the courses ^ . . 4«,. of instrution in respect of which

23. (1) Every College affiliated to the University,

enable it to judge of the efficiency of the College.

(2) The Syndicate shall cause every such College to be inspected, from time to time, by one or more com- petent persons authorized by the Syndicate in this behalf.

(3) The Syndicate may call upon any College so in- spected to take, within a specified period, such action as may appear to them to be necessary in respect of any of the matters referred to in section 21, sub- section (1).

24. (1) A member of the Syndicate who intends to _. „,. ^. move that the rights conferred

withdrawn in whole or in part, shall give notice of his motion and shall state in writing the grounds on which the motion is made.

(2) Before taking the said motion into consideration, the Syndicate shall send a copy of the notice and written statement mentioned in sub-section (1) to the Head of the College concerned together with an intimation that any representation in writing submitted within a period

Provided that the period so specified may, if necessary, be extended by the Syndicate.

(3) On receipt of the representation or on expiration of the period referred to in sub-section (2), the Syndicate, after considering the notice of motion, statement and representation, and after such inspection by any compe- tent person authorized by the Syndicate in this behalf, and such further inquiry as may appear to them to be necessary, shall make a report to the Senate.

(4) On receipt of the report under sub-section (3), the Senate shall, after such further inquiry (if any) as may appear to them to be necessary, record their opinion on the matter.

(5) The Eegistrar shall submit the proposal and all proceedings of the Syndicate and Senate relating thereto to the Government, who, after such further inquiry (if any) as may appear to them to be necessary, shall make such order as the circumstances may, in their opinion, require^

(6) Where by an order made under sub-section (5) the rights conferred by affiliation are withdrawn^ in whole or in part, the grounds for such withdrawal shall be stated in the order.

Begulatixms,

26. (1) The Senate, with the sanction of the Govern- ment, may, from time to time, Begolations. make regulations consistent with

the Act of Incorporation as amended by this Act and with this Act to provide for all matters relating to the University.

(2) In particular, and without prejudice to the general- ity of the foregoing power, such regulations may pro- vide for—

(a) the procedure to be followed in holding any election of Ordinary FeUows ;

(h) the congtitntion, re-oonstitation or abolition of Facalties, the proportion in which the memberfl, other than the tx^jfficio members, of the Syndi- cate shall be elected to represent the yarious Faculties, and the mode in which such election shall be conducted ;

{c) the procedure at meetings of the Senate, Syndi- cate and Faculties and the quorum of members to be required for the transaction of business ; ,

{d) the appointment^ of Fellows and others to be members of Boards of Studies, and the proce- dure of such Boards and the quorum of mem- bers to be required for the transaction of business ;

{t) the appointment and duties of the Begistrar and of officers and servants of the IJniTersity, and of Professors and Lecturers appointed by the University ;

(/) the appointment of Examiners, and the duties and powers of Examiners in relation to the examinatio.Qs of the University ;

(g) the form 3r ' the certificate to be produced by a candidate for examination under section 19 and the conditions on which any such certificate may be granted ;

{h) the registers of Graduates and students to be kept by the University and the fee (if any) to be paid for the entry or retention of a name on any such register ;

(i) the inspection of Colleges and the reports, returns and other information to be furnished by Colleges ;

{jD the registers of students to be kept by Colleges affiliated to the University ;

(Jc) the rules to be observed and enforced by Col- leges affiliated to the University in respect of the transfer of students ;

(I) the fees to be paid in respect of the courses of instruction given by the Professors or Lecturers appointed by the University ;

(m) the residence and conduct of students ;

(n) the courses of study to be followed and the condi- tions to be complied with by candidates for any University examination, other than an ezamin- ation for matriculation, and for degrees, diplomas, licenses, titles, marks of honour, scholarships and prizes conferred or granted by the University ;

(o) the conditions to be complied with by schools desiring recognition for the purpose of sending up pupils as candidates for the matriculation examination and the conditions to be complied with by candidates for matriculation, whether sent up by recognized schools or not ;

(p) the conditions to be complied vrith by can- didates, not being students of any College affiliated to the University, for degrees, diplomas, licenses, titles, marks of honour, scholarships and prizes conferred or granted by the Univer- sity ; and

{q) the alteration or cancellation of any rule, regula- tion, statute or by-law of the University in force at the commencement of this Act. 26. (1) Within one year after the commencement of this Act, or within such further New body of regula- period as the Government may fix ^'^°*- in this behalf—

(a) the Senate as constituted under this Act shall

cause a revised body of regulations to be pre- pared and submitted for the sanction of the Government ;

(b) if any additions to. or alterations in, the draft

submitted appear to the Government to be necessary, the Government, after consulting the Senate, may sanction the proposed body

of regulations, with such additions and altera- tions as appear to the Goyernment to be necessary.

(2) Where a draft body of regulations is not submitted by the Senate within the period of one year after the commencement of this Act, or within such further period as may be fixed Under sub-section (1), the Goyernment may, within one year after the expiry of such period or of such further period, make regulations which shall haye the same force as if they had been prepared and sane- tioned under sub-section (1).

REVISED REGULATIONS OF THE UNI- VERSITY OF ALLAHABAD AS SANC- TIONED BY GOVERNMENT.

Chaitxb I.

THE SENATE.

1. The Senate consists of

(i) The Chancellor.

(ii) The Vice-Chancellor.

(iu). Ex-officio Fellows.

(iv) Ordinary Fellows nominated under Act No. VIII of 1904.

(v) Ordinary Fellows elected by the Senate or by registered graduates, if any, of the University.

(vi) Ordinary Fellows elected by the Faculties.

.2. The Chancellor and, in his absence, the Vice-Chan- cellor shall preside at all Meetings and Convocations of the Senate. If neither the Chancellor nor the Vice- Chancellor is present, the Fellows present shall elect one of their number to preside. The same procedure shall be adopted if the President is compelled to withdraw before the Meeting is concluded.

3. The Eegistrar shall, not less than seven weeks before the day on which any appointed member of the Senate will vacate oflfice, give notice thereof to the authority by whom the Fellow vacating office was nominated or •lected.

4. Every casual vacancy in the Senate owing to death, Cb. resignation, or otherwise, shall be similarly reported by the Eegistrar within ten days from the date on which such vacancy is certified to the Begistrar.

5. At the Meetings of the Senate held in November 1907, November 1908, November 1909, and November 1910, the Vice-Ohancellor or in his absence the Fellow presiding at such Meeting shall in open Senate hold the ballot prescribed in section 12 (ly of Act No. VIII of 1904.

The Fellows drawn by lot at such ballot shall be eligible for re-election to the Senate and, notwitj||tanding any- thing contained in Begulation 18 of this Chapter, may be proposed and seconded for election at the Meeting at which their names were drawn.

6. The election of Fellows by. the Senate shall take place on the date appointed by the Chancellor in this Dehalf : at such meeting the decision of the President on all points of procedure connected with the election of Fellows and not provided for in Eegulations 7 10 shall be final.

7. Each Fellow shall be given a voting paper contain- ing the number of vacancies and a blank space for each vacancy.

8. No Fellow shall give more than one vote to one candidate.

9. Each Fellow who votes shall vote by delivering to the Eegistrar the voting paper after inscribing thereon his name and the name of the candidate or candidates for whom he votes.

10. If owing to an equal number of votes being given one or more candidates over and above the number of existing vacancies are elected, the President shall have a casting vote or he may, if he thinks fit, hold a fresh election to determine which out of the candidates who have received an equal number of votes shall be elected to fill the remaining vacancy or vacancies.

11. The election by members of the Faculties of Fellows to represent any Faculty on the Senate shall be made by the members present at the meeting of the several Faculties summoned for the purpose, and shall be conducted by the Deans of the several Faculties in accordance with the regulations laid down for the election of Fellows by the Senate.

12. The Senate shall meet on the second Monday in January, March, August, and November of every year, or if a gazetted holiday happen to fall on such Mon- day, then on the first working day following such holidny, and may adjourn from time to time to conclude any unfinished business. The meeting in November shall be deemed the annual meeting of the Senate.

13. Other meetings of the Senate shall be held on such days and at such times as shall be appointed (i) by the Chancellor, (ii) by the Vice-Chancellor, or in the absence of the Vice-Chancellor from Allahabad by the Syndicate.

14. At all meetings of the Senate eleven members, inclusive of the Chairman, shall form a quorum.

15. On receipt of a requisition in writing signed by not less than one-third of the Fellows of the Senate for the time being and stating the business to be brought before the Senate and that such business is urgent, the Vice-Chancellor shall convene the Senate on a date and at an hour fixed by him: Provided always that such date shall be within seven weeks of the receipt by the Vice-Chancellor of the requisition.

16. Notice of all meetings of Convocation, the Senate, Syndicate and Faculties, shall issue from the office of the Eegistrar within the time prescribed before the day appointed for the meeting by letter sent through the post to each Fellow at the address recorded by him in the office of the Eegistrar and shall be further published by a notice posted on the notice-board in the office of the Registrar.

17. Not less than six weeks' notice shall be given by oh. i. the Begistrar of all meetings of the Senate or of Con- vocation.

18. A Fellow who desires to propose that

(i) Any person be elected to a Fellowship,

(ii) Any Fellow be recommended by the Senate for nomination by the Lieutenant-Qoyernor as Councillor to assist him in making Laws and BegulationSy

(iii) Any motion of any nature be brought forward at a meeting of the Senate,

shall furnish the Kegistrar at his office, not less than twenty-eight days before the day appointed for the meeting, with a copy of the motion.

19. The Eegistrar shall, with the notice required by Begulation 16, issue to each member of the Senate and, in the case of Convocation, to each member of Convoca- tion, a written specification of business to be done and of the various matters to be considered at the meeting.

20. A Fellow who desires to propose an amendment to any proposals contained in the notice or in the sup* plementary notice shall deposit with the Eegistrar at his office, at least ten clear days before the day appoint- ed for the meeting, notice in writing of the amendment and of the precise terms in which he will move the same.

21. Upon receipt of such motions or motions and amendments of motions the Begistrar shall cause them to be printed and shall forthwith issue and publish a supplementary notice or notices containing them in the manner provided for issuing and publishing notices in Etegulation 16.

22. Except when specially provided by Statute or Begulation or by special permission of the President no Fellow shall be permitted to propose any motion or amendment of which the notice required has not been given.

^^ ^' 23. No motion proposing a change in or addition to

the Eegalations shall be considered by the Senate except at the annual meeting or the meetings held in March and in January.

24. Every question shall be decided by a majority of the votes of the members present. In the case of the votes being equal, the President shall have a second vote.

25. Except when otherwise provided by Statute or Begulation of the Senate no question shall be proposed for discussion at any meeting that has not been pre- viously submitted to the Syndicate.

26. Once in every year on such date and at such time as the Chancellor shall appoint a Convocation for con- ferring degrees shall be held.

The Convocation shall consist of

(i) The Senate,

(ii) Honorary Fellows of the University, and,

(iii) Eegistered Graduates of the University.

27. All members attending a Convocation shall appear either in the habit prescribed for Fellows of ttie Uni- versity or for the degree to which they have been admit- ted by any University.

28. The procedure to be adopted in the discussion of all matters in the Senate shall be governed by the regulations hereinafter following.

29. Every motion shall be in an affirmative form; it shall begin with the word *' that " and must be seconded ; Provided always that a motion standing in the name of a Fellow who is absent from a meeting may be proposed by any other Fellow.

30. "When a motion has been seconded the terms of it shall be stated by the Chairman, and the dis- cussion thereof, if any is raised, will then proceed. If no discussion is raised or no amendment thereto is pro- posed, the motion will at once be put to the vote.

32. No Fellow shall be allowed to speak mora than once in the course of the discussion of a motion, or of a motion, and an amendment, except the proposer of the substantive motion, who will have a right of reply in either case at the close of the discussion: Provided that a Eellow who has spoken on a motion before the proposal of an amendment thereto shall be entitled to speak once upon such amendment.

38. When the proposer has concluded his reply no further discussion of the motion, or of the motion and the amendment, can take place.

34. A motion for

(1) dissolution of the meeting,

(2) adjournment of the meeting,

(3) adjournment of the discussion, or

(4) that the meeting pass to the next business

on the Agenda,

may be made at any time as a distinct question, but not as an amendment nor whilst a Fellow is speaking.

35. If a motion for dissolution of the meeting is carried the meeting will stand dissolved. If a motion for adjournment of the discussion is carried such dis- cussion will stand postponed to the next meeting. If a motion that the meeting pass to the next business on the Agenda is carried, the substantive proposal and any amendment thereto under discussion cannot further be discussed at sucli meeting.

36. No amendment can be proposed to a motion for adjournment of the meeting or of the discussion except one substituting a time other than that proposed for auch adjournment. A meeting or discussion continued

37. A motion of the kind mentioned in Eegulation 34, shall be put to the vote forthwith without discussion. If negatived the substantive discussion shall be resumed and continued in the same manner as if no such motion had been made.

38. When one motion of the kind mentioned in Eegulation 34 has been proposed and negatived no other motion of the same kind shall be again proposed, except with the leave of the Chairman, and not until he is of opinion that a reasonable interval has elapsed since such former motion was negatived.

39. A motion or amendment may be withdrawn by the proposer with the unanimous consent of the meeting.

40. A Fellow desiring to speak in a discussion must rise in his place at the close of a speech. If more than one Fellow rises, the Chairman shall determine which of them is to be heard and shall call upon the Fellow selected by name.

41. Any Fellow may at any time in the course of discussion rise and call the attention of the Chairman to a point of order. If a point of order is raised by one Fellow in the course of a speech by another the speaker shall resume his seat until the Chairman has decided it. If the Chairman is of opinion that the point of order has been raised vexatiously, or for the purpose of mere obstruction or of interruption to the discussion or to the business of tl\e meeting, he shall so declare it, and it shall be deemed a breach of order.

42. The Chairman shall be the sole judge of any point of order and may, of his own instance or at the instance of a Fellow, call to order* any Fellow who is speaking. If the Fellow so called to order disregards such call, the Chairman may direct him to sit down. If the Fellow so directed to sit down disobeys such order or any Fellow contumaciously disregards or questions

If two-thirds of the fellows present are in favour of such suspension the Chairman shall declare the Fellow offending suspended, and such Fellow shall be bound immediately to with- draw.

43. When a discussion is concluded the Ohairman shall, if no amendment has been proposed, put the motion to the vote. If an amendment has been proposed, he shall first state the terms of the motion and then those of the amendment thereto, and shall then put the amendment to the vote. If an amendment is carried the motion as altered thereby shall be stated by the Chairman, and may then be discussed as a sub- stantive question to which an amendment may be pro- posed in manner hereinbefore provided. If an amend- ment is negatived the substantive motion shall, in the absence of any other amendment being proposed there- to, be put to the vote.

44. On putting a motion or amendment to the vote the Chairman shall first call for the expression of the opinion of the meeting by a show of hands and shall declare the result thereof. Any i'ellow dissatisfied with such declaration may then and there demand a ballot. The Chairman shall thereupon select two or more from among the Fellows to act as tellers and shall hand to them a voting paper or papers ruled in two columns, one headed " for " and the other " against." The tellers shall then take such voting paper to each Fellow, who shall subscribe his name in one or other of the columns according as he is in favour of or against the motion or amendment before the meeting.

45. When all the Fellows present desiring to vote, including the tellers, have subscribed their names on the voting paper or papers, the tellers shall cast up the numbers of the two columns and, when the totals have been recorded, shall sign their names thereto and hand

When the numbers are equal, the Chairman shall have a second or casting vote and, if he gives it, shall record the same on the voting below the signatures of the tellers as follows : I give my casting vote [ *' for '* or *• against '* the motion or amendment as the case may be]^ and shall sign his name and description as Chairman.

Ohaptes II. THE SYNDICATE.

1. The Syndicate shall consist of-^^

(a) The Vice-Chancellor,

(6) The Director of Public Instruction for the United Provinces,

(c) The Director of Tublic Instruction for the

Central Provinces,

(d) Eight Fellows of the University, who shall be Heads of, or Professors in. Colleges affiliated to the University, of whom six shall represent the Faculty of Arts, and two the Faculty of Science, and

(e) Seven Fellows, of whom three shall represent

the Faculty of Arts, one the Faculty of Science, and three the Faculty of Law.

2. Fellows elected members of the Syndicate shall hold office for three years or until they cease to be Fellows, which ever event first happen. They shall be eligible for re-election, provided always that a Fellow on re-appoint- ment or re-election as Fellow shall be deemed a Fellow appointed or elected for the first time and is not a member of the Syndicate unless and until he has been formally re-elected.

3. In the event of a casual vacancy owing to death, resignation or otherwise, the members of the Syndicate

shall appoint a Fellow of the UniyerBitj, qualified for ch. II. election under Kegulation 1, clause (d) or {e) as the case may be, to the vacant membership to act as a member of the Syndicate until the then next ensuing meeting of the Senate at which a Fellow of the University to fill such vacancy can be elected.

, 4. In the event of a Fellow elected under Regulation 1, clause {d)j ceasing during his term of office, to be the Head of, or Professor in, a College affiliated to the Uni- versity, he shall cease ijf)so facto to hold office as a member of the Syndicate, and thB Syndicate shall elect one of the Fellows of the University who may be eligible to hold offitoe : Provided always that the Fellow so appointed shall hold office only so long as the person in whose place he is elected would have held office had the latter not vacated office.

5. The election to fill up vacancies in the Syndicate shall be held at the Annual Meeting of the Senate. The vacancies among the representatives of the Faculty of Arts shall first be filled up, next those among the representatives of the Faculty of Science and, lastly, those among the representatives of the Faculty of Law.

6. Not less than seven days' notice of a meeting of the Syndicate shall be given by the Begistrar.

7. The Syndicate shall meet on the Saturdays immedi- ately preceding the meetings of the Senate, in January, March, August and November, and on such other dates as the Vice-Chancellor shall appoint, and may adjourn from time to time to conclude any unfinished business. The meeting held in November shall be deemed the Annual Meeting.

Whenever an emergency arises and there is not time to summon a meeting of the Syndicate, the Vice-chan- cellor may take such immediate action as he deems neces- sary. The nature of the emergency and the action taken to meet it shall be reported by the Begistrar at the next meeting of the Syndicate.

8. At the meeting in November the Begistrar shall

9. At all meetings of the Syndicate four members inclusive of the Chairman shall form a quorum, and the Vice-Chancellor, if present, shall preside. If the Vice- Ohancellor withdraw before the meeting closes or if he is unable to attend, the members present shall eleet a Chairman. The Chairman has, when necessary, a cast- ing vote.

10. The Begulations relating to notice of business contained in Chapter I, Begulation 19, shall apply to all business proposed at a meeting of the Syndicate.

11. The Chairman at a meeting of the Syndicate may at his discretion apply the Begulatioi^s prescribed for discussion of matters at the Senate.

12. The Executive G-overnment of the University is vested in the Syndicate,

It shall be the duty of the Syndicate, subject to the revision and control of the Senate

(a) to order examinations in conformity with the Begulations and to fix dates for holding them ;

(6) to appoint examiners, and if necessary to remove them, and to fix their fees, emoluments and travelling and other allowances, and to appoint Boards of Examiners and Moderators ;

(e) to appoint University servants, other than the Registrar and if necessary to suspend or remove them, and to fix their salaries, emoluments and travelling and other allowances ;

(d) to appoint Inspectors or Boards of Inspectors

for inspecting affiliated Colleges and Colleges applying for affiliation, and to fix their travell- ing and other allowances ;

(e) to declare the results of the various University

Examinations, and to recommend for degrees,

honours, diplomas, licenses, titles »nd marks of Ch. II. honour ;

(/) to award stipends, scholarships, medals, prises and other rewards in conformity with the regu- lations and the conditions prescribed for their award ;

(g) to administer all trusts and endowments vested in the Uniyersity ;

(h) to keep the accounts of thej Fniyersity, and to correspond in the business of the University with the Goyernment and other authorities and persons ;

(i) to consider and make such report or recommen- dations as may be deemed necessary on proposals or motions brought forward by the Fellows for consideration by the Senate ;

(i) to publish lists of prescribed or recommended text-books and courses of study ;

{Jc) to fix the scale of travelling allowances payable to Fellows of the University when attending meetings of the Senate ;

{1} to prepare such forms and| registers as are from time to time prescribed by these Begulations ;

(m) and generally to perform all such duties and to do all such acts as may be necessary for the proper carrying out of the provisions of the Allahabad University Act of 1887 and of the Indian Universities Act of 1904, and the Begu- lations framed under them, or under any other Statute or Act, or of the resolutions and direc- tions of the Senate.

13. Save when otherwise provided for by these Regulations, any one or more of the powers and duties hereby conferred and imposed on the Syndicate may, subject to its supervision, control atid approval, be exer- cised and performed by a Sub-Oommittee appointed for the purpose.

^h \\l* ^^* ^^^ I'ellow or Fellows may make any recommend- ation to the Syndicate and propose any Bule or Begula- tion for the consideration of the Syndicate. Such recommendation or proposal shall be sent in the form of a letter through the Begistrar.

Chafteb III. THE FACULTIES.

1. There shall be three Faculties in the University the Faculty of Arts, the Faculty of Science, and the Faculty of Law.

2. The following persons shall be appointed mem- bers to one or more of the respective Faculties :

(1) The Director of Public Instruction for the

United Provinces.

(2) The Director of Public Instruction for the

Central Provinces.

(3) Those Fellows of the University who on the

fourteenth day of January 1905 were assigned to the respective Faculties by the Vice-Chan- cellor under the order of the Senate and who, on the day fixed for the coming into force of these Begulations, are still Fellows of the University, and

(4) Such other Fellows as may, from time to time,

be assigned to a Faculty by order of the Senate : Provided always that the number of Fellows on

(a) The Faculty of Arts shall not be less than twenty.

(6) The Faculty of Science shall not be less than twelve.

(c) The Faculty of Law shall not be less than eight«

3. Within ten days of the appointment or election of a Fellow the Vice-GhanceUor shall, when such Fellow

has not preyiously been assigned bj the Senate to a Ch. III. Faculty and when no order for his assignment has been passed by the Senate, assign the Fellow so appointed or elected to a Facultv.

4. The assignment shall be notified to the Senate at the first meeting next ensuing after his assignment for confirmation.

5. The Senate may, from time to time, assign any Fellow to one or more Faculties : Proyided always that no member of a Faculty may vote at an election of Fellows in more than one Faculty.

6. A member of a Faculty shall continue to be member of that Faculty so long as he continues to be a Fellow of the University ; Provided always that a Fellow on re- appointment or re-election shall be assigned by the Vice-Chancellor or Senate as though he was being appointed or elected for the first time.

7. A member of a Faculty who has not during a period of two years attended at least one meeting of the Faculty shall cease ipso facto to be a member of that Faculty.

8. The members of each Faculty shall elect at the Annual Meeting of the Faculty one of their number to be Dean of that Faculty. The Dean so elected shall hold office until the next Annual Meeting of the Faculty and shall be eligible for re-election.

9. On a vacancy occurring in the office of Dean of a Faculty before the expiration of the term of his office, the Vice-Ohancellor shall select a member of the Faculty to act as Dean for the remainder of such term.

10. Every meeting of a Faculty shall be convened by the Begistrar under the orders of the Syndicate or of the Dean of the Faculty.

11. Five members of the Faculty of Arts shall consti- tute a quorum. Three members of any other Faculty shall constitute a quorum of such Faculty.

Ch. Ill & 12. At any meeting of a Faculty the members shall Ch. IV. consider and report to the Syndicate on the courses of study to be followed by candidates for the examinations of the Uniyersity, on the examinations to be passed, on other conditions to be fulfilled by candidates for degrees, and on any other question or questions as may seem to any member to fall, within the proyince of the Faculty.

13. At the meetings in Noyember and in March the members of the Faculty may add to their number regis- tered graduates in the Faculty and other persons pos- sessing special knowledge of the subject of the study represented hy the Faculty : Proyided always that the number so added (a) shall not exceed one-fourth of the number assigned to such Faculty, (b) shall hold office for one year only from the date of appointment, and (c) shall be eligible for re-appointment.

14. Each Faculty shall on a date in Noyember to be fixed by the V ice-Chancellor hold a meeting to be called the Annual Meeting of the Faculty.

.15. Not less than fourteen days' notice of . any meet- ing of a Faculty shall be giyen by the Registrar.

16. At each meeting of a Faculty the Dean of the Faculty or, in the absence of the Dean, a member chosen by the members present, shall preside.

17. The Regulations relating to notice of business contained in Chapter I, Begulation 19, shall apply to all business proposed at a meeting of a Faculty.

18. The Chairman at a meeting of a Faculty may at his discretion apply the Begulations prescribed for discussion of matters at the Senate.

Ohaptbb IV.

BOAEDS OF STUDIES.

1. Boards of Studies shall be constituted for the subjects of Uniyersity study as may from time to time be prescribed by the Senate.

2. The Facultj of Arts shall elect from among its Cb. IT. members Boards of Studies for

(t) English Literature.

(ft) Philosophy. {Hi) Sanskrit, (iv) Arabic and Persian.

(tr) Greek, Latin and Hebrew, (vi) History and Geography, (vii) Political Economy. *

(viii) European Modern Languages, (iv) Teaching, (a?) Indian Vernaculars.

3. The members of the Board for English Literature shall not be more than nine in number.

The number of members on each of the other Boards shall not exceed seyen.

4. The Faculty of Science shall elect from among its members Boards of Studies for—

(i) Physical Science and Chemistry, ^ii) Biology, (lii) Mathematics, (iv) Drawing and Surveying.

The number of members on each of the above Boards shall not exceed seven.

5. The members of the several Boards of Studies shall be elected at the annual meetings of the respective Faculties by whom they are constituted. Each member shall hold office for a period of two years from the date of election and shall be eligible for re-election.

6. Each Board of Studies shall draw up a course for adoption in the subject with which the Board is concerned.

7. Each Board of Studies shall report in the first instance to the Faculty by which |it is elected, and the

Vacuity shall forward each such report with its own report thereon to the Syndicate; except when other- wise directed by the Syndicate the reports shall be sent to the Eegistrar in time to allow of their being printed and circulated to the members of the Syndicate before the next meeting.

If the Syndicate are of the opinion that the action of a Faculty regarding Text Books or Courses of Study requires reconsideration, it shall refer the matter back to the Faculty. In cases of disagreement after second reference, the^atter shall be referred to the Senate for decision.

8. A Board of Studies may bring to the notice of the Syndicate any matters connected with the examinations in its special subject.

9. A Board of Studies may also report to the Faculty by which it is elected on any matters connected with the improvement of the course in its special subject.

10. Each Board shall dispose of its business by meet- ings or correspondence, or by both, as may be convenient.

11. The Eegistrar shall forward to the Convener of each Board any sample text-books in the subject under the Board which may be received from publishers or others. The Eegistrar shall procure for the use of any Board books and periodicals which the Board may re- quire. He shall print any notes and minutes which a Board requires to be printed, and pay to the Convener of a Board any expenses incurred by a Board in circulat- ing books to the members of the Board : Provided that the Eegistrar may, in any case in which he considers it expedient, take the orders of the Syndicate before exercising any of the duties prescribed by this Eegula- tion.

12. Any two or more Boards may, and at the request of the Syndicate shall, meet and act in concurrence and render a joint report upon any matter upon which either Board m4;ht have reported separately.

BOABDS OF EXAMINEES.

1. The nomination of Examiners for all examinations conducted by the University, with the exception of the Examinations in Law, shall be entrusted to Boards of Examiners.

2. The Syndicate shall from time to time determine what subject or group of subjects shall be entrusted to each Board.

3. Each Board shall consist of three Fellows of the University elected by the Syndicate at its November meeting. Each Fellow elected shall hold office for three years &om the date of election or until he ceases to be a Fellow of the TJniversity, whichever event first hap- pen, ,and shall in the former event be eligible for re-election.

4. The nomination of Examiners for all Law Exam- inations shall be entrusted to a Board consisting of the Dean of the Faculty of Law and two members of the Faculty elected by ballot at the Annual Meeting of the Faculty : Provided that if there be on the Faculty of Law for the time being one or more Judges of the High Court of Judicature for the North- Western Provinces, one at least of the members elected by ballot shall be such Judge or shall be chosen from such Judges.

5. In the event of a vacancy occurring after the November meeting, for which provision has not been made, the Syndicate shall appoint a member to hold office on the Board until the meeting in November next following.

6. Every Board shall appoint one of its members to be Convener. The Convener shall summon meetings and shall conduct the correspondence of the Board.

7. Within the week next preceding the March meeting of the Syndicate the Conveners of Boards shall sum- mon meetings of their respective Boards for the pur- pose of nominating Examiners to hold examinations of

8. Among the Examiners nominated to examine for the B.A., M,A., L.T., B.Sc, M.Sc, and D.Sc. degrees in each subject the fioard shall nominate at least one Examiner who is a person not engaged in teaching in an affiliated College.

9. The names of the persons elected by the Boards shall be reported to the Syndicate at its meeting in March for confirmation. If the Syndicate decline to confirm the appointment of any person nominated it shall forthwith appoint some one to act in the stead of such person.

10. In the event of an Examiner declining to act or resigning his post or being from any cause unable to fulfil his duties, the Convener of the Board concerned shall nominate a substitute. The nomination shall be reported to the Syndicate for confirmation at its next meeting.

11. The Boards that are entrusted under Begulations 2 and 4 of this Chapter with any subject or group of subjects shall moderate all papers set by the Examiners on those subjects.

Chaptbb VI. THE EEGISTEAE.

1. The Senate shall from time to time appoint a Begistrar who shall hold office for a period of three years from the date of his appointment.

2. The Begistrar for the time being shall, not less than one month before the day on which his term of office expires, give notice thereof to the Senate.

3. The Senate at the meeting next ensuing the receipt of such notice shall appoint an officer to succeed to the office of Begistrar. A person who has held the office of Begistrar shall be capable of re-appointment.

4. If ft casnal vacancy occur in the office of BegUtnur ch. VI. between the March and NoTember or the NoTember & and March meetings of the Senate the Syndicate shall ^h. VII. appoint a person to officiate as Begistrar till the meeting

of the Senate in November or March, as the case may be, next after the vacancy has occurred.

5. The Begistrar shall conduct the duties of his office under the instructions of the Syndicate. All meeting of the Senate, the Syndicate, and the Faculties shall be convened through the Begistrar, who shall keep a record of the proceedings of such meetings.

6. The Begistrar shall, in addition to the duties imposed upon him by law or by these Begulations, supervise all examinations for University degrees and all previous examinations unless the Syndicate other- wise direct. He shall conduct the official correspon- dence of the Syndicate and shall render the Vice- Chancellor such assistance as he may desire in the performance of his official duties.

7. All fees and dues payable to the University for Matriculation, for examinations for degrees, for keeping or registering of the names of graduates on the register kept by the Syndicate, and all sums received by the Begistrar in his capacity as such shall be paid without delay into the Bank of the University.

8. The Begistrar shall record the address and any change of address communicated in writing by a Fellow for record in the office of Begistrar.

9. In case of emergency the Vice-Ohancellor is em- powered to provide for the performance of the duties of the Begistrar.

Chaptbb VII.

BEOOGNITION OF SCHOOLS.

1. The governing body or, where there is no governing body, the manager of a High School desiring recogni* tion by the University shall, within two weeks from the

Ch. VII. commencement of the school year, send a letter of application to the Inspector of Schools for the Provinces, Circle or State in which the school is situated, and in it shall set out detailed information as to^~

(i) the names of the members who form and as to the constitution of the governing body, or the name of the manager, as the case may be ;

(ii) the names of the teachers with the qualifica^ tions of and the pay given to each teacher ;

(iii) the standards and subjects in which instruction is or will be given ;

(iv) the text-books in use ;

(v) the accommodation and the provision made for the health, recreation and discipline of the scholars ;

(vi) the financial position of the school and the sources and amount of income ;

(vii) the scale of fees levied from scholars, and as to the provision, if any, made for the admission of poor scholars ;

(viii) the observance or otherwise of all Inter-School rules prescribed by the Department of Public Instruction.

2. The application shall further contain an assurance by the governing body or, where there is no governing body, by the manager that after the school is recognised any transfer of management and all changes in the number and salaries of the teaching stafE together with the reasons for the same shall be at once communicated to the Inspector and to the Eegistrar.

3. The Inspector after making such enquiries as he shall deem necessary shall, through the head of his Department, forward the letter of application to the Eegistrar and on the application endorse a minute as to whether the school is or is not worthy of recognition together with a report embodying his opinion on the several matters referred to in Begulation 1 of this

chapter, and, in the case of schools newly instituted, C**- ^H- his opinion upon the general desirability of the institu- tion.

4. The Eegistrar shall lay the letter of application and the Inspector's opinion before the Ujndicate at the meeting next following its receipt. The Syndicate may either enquire further, or, if satisfied that the school should be recognised, direct the Begistrar to enter the school upon a list to be kept for the purpose and shall certify to the school through the Head of the Educa- tional Department that it has been recognised for the purpose of sending up candidates for the Matriculation Examination.

5. The Inspector shall forward to the Begistrar all notifications from a recognised school communicating transfer of management and change in number and salaries of the teaching staff, the result of which, in his opinion, will be that the school no longer can conform with the Begulations prescribed by the Senate.

6. The Syndicate shall, if satisfied from the reports furnished by the Education Department, or otherwise, that the school is no longer fit for recognition, direct the Eegistrar to warn the governing body that, unless within a period fixed by the Syndicate the school satisfy the Syndicate that it has again attained such standard as the University at the time requires, the school will be struck off the list of recognised schools with effect from the commencement of the school year next ensuing. The Syndicate may from time to time extend the period so fixed.

7. If within the time fixed by the Syndicate, or within such further time as may be allowed by it, the governing body or the manager of the school, as the case may be, fails to satisfy the Syndicate that the school does con- form with the Begulations prescribed the Syndicate may strike the sichool off the list of recognized schools. The Syndicate shall in such case record in writing in what respects the school does not conform with the Begula- tions prescribed, and when satisfied from a report of the

Ch. VII. Inspector or otherwise may re-instate the school on the ^ said list as soon as the defects pointed ont have been ^^' ^"^* removed.

Ohaptbb VIII. AFFILIATION OF COLLEGES.

1. A College applying for affiliation shall in the appli- cation required by section 21 of the Indian Universities Act of 1904 specify, in addition to the information there- by required

(a) in what Faculty,

(6) up to what standard in that Faculty,

(c) for what course or what courses in that Faculty,, it undertakes, if its application is granted, to make provision.

2. The Syndicate, after considering the application of the College, the local enquiry and the further enquiry, if any, made under section 21 (2), clauses (a) and (6), of the Indian Universities Act of 1904, shall report to the Senate whether in their opinion the claim of the College to be admitted to affiliation may be granted in whole or in part.

8. An affiliated College shall keep and maintain

(i) a register of students admitted,.

(ii) a register of attendance,

(Hi) a register of fees.

(it;) a register of scholarships, bursaries and stipends showing the Fund (or Funds) from which such scholarships, bursaries and stipends are paid.

4. An affiliated College shall annually and on or before a date fixed by the Syndicate for the purpose submit to the Registrar such reports and returns as may from time to time be prescribed by the Syndicate.

5. Each affiliated College shall annually report the arrangements made for instruction in the various courses of study in respect of which it has been affiliated.

6. The Syndicate shall have power from time to time Cb. VII. to prescribe further returns and registers and the form

in which all returns and registers shall be maintained by Colleges admitted to the privileges of affiliation.

7. A College applying for affiliation in any course of instruction in experimental Science shall, in its letter of application, in addition to the conditions prescribed in section 21 of the Indian Universities Act of 1904, satisfy the Syndicate

(a) That where the number of students in any class performing practical work in Physics or Chemistry exceeds sixteen a competent De- monstrator is provided to assist the Professor in supervision;

(6) that separate laboratories for Physics and Che- mistry are provided and that each of them is suitably equipped with furniture ;

(e) that for chemical work the apparatus provided is of a standard not lower than that set forth in the lists from time to time prescribed by the Syndicate ;

(d) that for physical work the apparatus provided

conforms to the standard from time to time prescribed by the Syndicate ; and

(e) that the laboratories are equipped with the

apparatus necessary for performing the experi* ments set out in the course of studies prescrib- ed by the Syndicate for the practical course in Physics.

8. Upon the coming into force of these Begulations the Syndicate shall depute one or more Pellows to inspect each affiliated College and to report to the Syndicate how far the College fulfils the requirements laid down by section 21 of the Indian Universities Act of 1904 or by these Eegulations : Provided that if from aiiy cause it be found impossible, upon the coming into force of these Begulations, to arrange for such inspection, the Senate may, unon the report of the

Gh. VlII Syndicate, postpone the coming into force of this _,, * _ Regulation until March 1907.

9. The Syndicate shall so arrange that every College affiliated before these Begulations come into force shall be inspected before the end of the third year from which the Inspectors began their work.

10. The Fellows deputed to inspect shall forward a report of their inspection to the Eegistrar, who shall submit it to the Syndicate at their next meeting.

11. The Syndicate after considering the report may make further inquiry or may, upon the report so fur- nished, if they consider it necessary, call upon the College to take steps to bring the College into conformity with the conditions required by the Indian Universities Act of 1904 or by these Eegulations.

12. The Syndicate shall specify definitely the point or points in which they consider the College deficient and fix a time within which the College shall take the action necessary to rectify the deficiencies pointed out.

13. The Syndicate upon good cause shown may extend the period so fixed.

14. The Syndicate shall provide that each affiliated College shall be inspected at least once within the period of five years after affiliation or after the inspec- tion last held.

15. Eegulations 10 to 14 of this chapter shall apply also to all inspections of a College subsequent to the first inspection.

Ohaptbb IX. INTBE-COLLEGB EBaXJLATIONS.

The following Eegulations shall be observed by all affiliated Colleges :

1. A student on first joining an affiliated College shall bring with him a certificate as to his conduct

Z. was stadjing during the jear before he matriculated or passed any of the examinations prescribed in theie Regulations or, in the case of Europeans, a similar certificate signed bj the Head Master of the School from which he passed the Final Standard Examination.

2. A student who has matriculated as a private student shall furnish to the Principal of the College in which he desires to prosecute his studies evidence of previous good conduct.

3. A. student shall be recognised as a member of a College as soon as he has been accepted hj the Prin« cipal and has paid the admission fee, if any, and in case of fees being required by th» College, the fee pay- able for the first month.

4. A leaving certificate showing the subject or sub- jects in which he failed shall be required from a student who desires to migrate from one College to another after having failed in any University Examination held immediately prior to the date of his application for admission.

5. If during an academical year a student desires to leave the College of which he has become a recog- nised member, and to join another College, he shall

(1) give notice of his intention to leave ;

(2) make payment of all College fees due up to

date and, unless exempted as next hereinafter provided, pay a further sum of Bs 10 ;

and

(3) refund whatever scholarship or bursary has been paid to him from College funds, pro- vided the refund of scholarships may under special circumstances be remitted by the Principal.

Ch. IX. 6. When it is proved to the satisfaction of the Principal of the College . from which the student wishes to migrate that

(1) the parent or guardian with whom the student

has been residing is transferred to another district,

or

(2) a change of air for the improvement of the

student's health has been recommended by a recognised medical practitioner,

the Principal shall remit the additional sum of Bs. 10 prescribed by the last preceding regulation.

7. When a student has made all payments required by these regulations the Principal shall grant a trans- fer certificate in the form prescribed : Provided always that except with the permission of the Principal of the College of which the student is a recognised member, a student shall be refused admission into a College situated in the same city or district as the College from which his transfer certificate was issued.

8. A student who owing to his failure at the College Examination has not been permitted to con- tinue his studies in any College, or who has not been allowed promotion, shall not be admitted into a higher class in another College.

9. When a student has been guilty of a grave miscon- duct, or of persistent idleness, the Principal of the Col- lege at which such student is studying may, according to the nature and gravity of the offence,

(a) expel,

[h) rusticate,

or

{e) disqualify such student from appearing at the next ensuing examination.

Chapter X. Ch. Z.

EBSIDENCE AND CONDUCT OF STUDENTS.

1. Every student who has not completed his twen- tieth year shall reside

(a) with a parent, guardian or with a friend ap- proved by the parent or guardian in writing,

or

(6) where accommodation suited to the caste and creed of the student is available, either in lodgings approved by the Principal of the College of which he is a student or in a licensed hostel.

2. The Manager or Secretary of a Hostel, at which students reading in Colleges aflRliated to the University reside, who desires to have his institution placed upon the list of Licensed Hostels, shall apply to the Syndi- cate through the £egistrar sending a copy of the rules of the institution together with a sketch plan of the buildings and grounds.

3. The Syndicate after satisfying itself that due provision has been made in the rules for the proper management of the institution shall depute a member or a board of members of the University to inspect the institution and to report to it upon the arrangements made for board, lodging, moral discipline, recreation and resident supervision.

4. The Syndicate after consideration of the report shall inform the Manager or Secretary whether his institution can or cannot be placed upon th|e list of Licensed Hostels ; and in the event of the application being refused shall communicate the reasons for refusal.

5. The Eesident Superintendent of a Licensed Hostel shall in every case be a man of education and character and of a respectable family." ': ^'^

6. A Licensed Hostel shall be open to inspection at any time by the Principals of Colleges who have students resident at the Hostel and by a member or a board of members of the University deputed by the Syndicate to visit it.

7. A Licensed Hostel shall be required to maintain aild to produce for inspection when called for an aidmisision register, a register of attendance and a con- duct register.

8. The Besident Superintendent shall at once re- port to the Syndicate any alterations in the rules for their confirmation.

9. The Principal of a College shall satisfy himself that the management of a Licensed Hostel in which students of his College reside is maintained in accord- ance with the conditions under which it received its license, and shall report to the Syndicate if it it not so maintained.

10. Students expelled from Colleges under the pro- visions of the Inter-College Begulations shall not be admitted to any Licensed Hostel. Students rusticated shall not be permitted to reside in a Licensed Hostel during the period for which they have been rusticated.

V 11. The Superintendent of a Licensed Hostel shall send monthly lists of the students residing in the Hostel to the Principals of Colleges concerned, 4nd shall report to them cases of serious mi«oonduct.

12. Before c6.ncelling any license the Syndicate sbAll communicate to the Manager of the Hostel the grounds on which it considers it necessary to withdraw th^ license granted. The Syndicate shall consider the written etplanatioti, if any, that may be furnished by the Manager within 14 days of its communication made to him, and may then cancel the license or paaa such other order ati it deems fit.

1. Every candidate for any Degree granted by the

University shall, except when exempted by any of these Begulations, be required to matriculate before entering upon the course prescribed for such Degree.

2. Any student who shall have (i) matriculated at the Universities of Calcutta, Madras, Bombay or the Punjab, {%%) passed any other such examination as the Senate may from time to time consider equivalent, may be admit- ted as a student of an afiUiated College, and shall be exempted from passing the examination for Matriculation.

3. The Syndicate shall, in addition to those candidates who have passed the Matriculation Examination, admit as undergraduates of the University (a) candidates who hold certScates of having passed

(i) the Examination known as the Senior Cambridge liocal, or

(ii) the Final Examination prescribed for European Schools ; and (h)

Students from the Mayo College, Ajmer, who on pass- ing the Final Examination have been granted a diploma by the Gorernment of India.

3 (a). Any student in the Central Provinces, including Berar, and in the States included in the Bajputana and Central India Agencies who, prior to the Ist day of November 1904, had commenced a course of instruction under the Bules and Begulations of the Cakutta Univer^ sity and who before the Ist day of February 1907 shall have satisfied the Sena^te of the University of Calcutta in any examination held by that University shall, for the purpose of further examinations in this University, be deemed to have passed an examination in this Univetrsity corresponding to that in which he has been pronoun^^ qualified by the University of Calcutta.

3 (6). The certificate of the School or College in which such student had commenced his course of study prior to the 1st day of November 1904 shall be sufficient evidence that the student had commenced a course of instruction under the Eules and Eegulations of the University of Calcutta.

4. A candidate for any University Examination subse- quent to Matriculation shall, six weeks before the date fixed for the commencement of the examination

(1) pay into the office of the Eegistrar the fee

prescribed for such examination ;

(2) intimate the subject or subjects in which he

desires to present himself for examination ;

and

(3) along with his application for admission furnish

the Eegistrar with a certificate from the Prin- cipal of his College certifying that he has fulfilled the conditions laid down by these Eegulations.

6. A candidate who fails to pass or who from sickness or other cause is unable to present himself for any examination shall not receive a refund of his fee : Provided that the Syndicate may for sufficient cause permit the candidate to present himself for the next ensuing examination without payment of a further fee.

7. Except as provided in Begulation 6 a candidate when admitted to one or more subsequent examinations shall before admission pay the prescribed fee for such examination on each occasion when he is so admitted.

S. Upon receipt of the fee prescribed the Registrar shall furnish to the Head of the Institution from which the candidate presents himself an examination fee receipt.

9. Principals and Head Masters-may retain the examin- ation fee receipts and ieisue the same to candidates fifteen days before the examination commences. If the candidate ha 6 been irregular in attendance since the date on which he paid his fee, the examination fee receipt may be withheld, and the name and the reason for withholding the receipt shall be at once reported to the Registrar.

10. A. candidate may not be admitted into the examin- ation room unless he produce to the officer conducting the examination his examination fee receipt, or satisfy such officer that it will be Subsequently produced.

11. The Registrar may, if satisfied that an examination fee receipt has been lost or destroyed, on payment of a further fee of Re. 1, grant a duplicate examination fee receipt. The receipt so granted shall have prominently entered on it the number and date of the receipt original- ly granted.

12. With the exception of the Previous Examination in Law each of. the examinations subsequent to the Intermediate Examination in Arts shall be held once

every year at Allahabad and the Examination for the Degree of Bachelor of Arts at Nagpur also, and shall extend over such days as the Syndicate shall appoint.

13. The course of studies and the text-books for each examination shall be determined on and notified at least two years before the examination is held ; in no year shall more than one-half of a course be altered.

14. Except when otherwise provided in these Begu- lations the names of the students approved shall be placed by the Syndicate in three divisions in alphabe- tical order and arranged according to the Colleges or Schools in which they have studied.

16. To every student who satisfies the Examiners the Begistrar shall give a certificate showing the subjects in which the student passed and the division or class in which he was placed by order of the Syndicate. Diplomas in respect of a degree shall be laid by the Begistrar before the Vice-Chancellor for his signature ; other certificates shall be signed by the Begistrar.

16. No candidate who has failed in the examination ahall be admitted to a subsequent examination unless he has attended a regular course of study in an affiliated College during the academical year in which the subse- quent examination may be held : Provided that the Syndicate may in exceptional cases and on the applica- tion of the Principal of the College at which the candidate has been reading permit a candidate, who has attended a regular course of study in an affiliated institution in any year subsequent to the year in which he last failed, to be examined at the next examination.

Chaptbr XII.

MATBICULATION.

1. The examination for Matriculation shall com* mence in every year, at a time fixed .by the Syndicate, at Allahabad, Agra, Ajmer, Aligarh, Almora* Amragti,

Bareilly, Benares, Cawnpore^ Fyzabad, Gorakhpur, ch. xil. Gwalior, Hoshasgabad, Indore, Jabalpur, Jaipur, Khandwa, Lucknow, Meerut, Nagpur, Nowgong (Bun- delkhand), Pauri <OarhwaI), Baipur, Sambalpor and Saugor, and at such other place or places as the Syndi- cate may from time to time appoint.

Provided always that the Syndicate, if not satis- fied that proper arrangements can be made for super- vision, may remove any place or places from the list of centres.

2. The Matriculation Examination shall be con- ducted by means of papers, and the same papers shall be given out at one and the same hour at every centre at which the examination is held.

3. Except where necessary in the case of a Language every question shall be set and every answer written in English.

4. At the Matriculation Examination, a candidate shall present himself for examination in five subjects as follows :

4. One or two of the following :

(a) a Classical Language.

(b) An additional Classical Language.

6 The Classical Languages recognised for this examination are Sanskrit, Arabic, Persian with Arabic, Latin, Greek, Hebrew.

6. The modern European Languages recognised are French, German, Italian.

7. The Indian rernaculars recognised are Urdu. Hindi, Parbatia, Bengali, Mahratti, Gujrati, Tamil, Telugu and Uriya.

8. A candidate for Matriculation may present him- self for one or more subsequent examinations provided that he shall on each and every such occasion satisfy the Begistrar that he has fulfilled the conditions laid down in these Eegulations as if he were a candidate appearing for the first time.

9. A scholar who is pursuing his studies elsewhere than at a school or educational institution of any kind and who desires to offer himself for Matriculation as a private candidate shall not less than ten months before the date fixed for the next Matriculation Examination present an application to the Begistrar setting out

(i) his age at the time of the application ;

(n) the conditions under which he has been and is now proposing to continue his studies ;

(til) the school, if any, at which he has last studied.

10. The Syndicate, after such enquiry as it may deem fit, may grant the application with or without further conditions to be observed t)y the private candidate: Provided always that in no case shall a candidate who has studied at any school or institution within the year last preceding the examination be permitted to appear as a private candidate.

11. In the case of a candidate to whom conditional ^h. XU permission has been granted to appear as a private ^. xill candidate the Syndicate, if satisfied by enquiry or other- wise that the conditions required have been fulfilled,

shall authorise the Eegistrar to certify that the candi- date is entitled to appear as a ** private candidate/'

12. A candidate for Matriculation shall^ six weeks before the date fixed for the commencement of the examination, pay into the office of the Begistrar the fee prescribed and shall at the same time furnish the Eegistrar with a certificate showing that he is

(i) a scholar who has studied for not less than one* academical year in a recognised school and has completed a ** regular course of study " prescribed for candidates from such schools,

or

(ii) a scholar permitted to appear as a "private candidate,''

and

(iii) that at the date fixed for the commencement of the examination he shall have completed his sixteenth year.

Chaptbe XIII.

INTERMEDIATE EXAMINATION.

. The Intermediate Examination shall be open to (i) All matriculated students and students ad- mitted as undergraduates of the University under Chapter XI, Eegulations 2, 3 and 3 («), who have since matriculation prosecuted a regular course of study at an affiliated College for not less than two academical years after matriculation ;

{ii) Students who have prosecuted a regular course . of study for the year last preceding the exami- nation at an affiliated College and who have

ted to reckon a previous year of study at a College affiliated to the Universities of Calcutta, Madras, Bombay or the Punjab ;

(m) A.ny person to whom the Senate by special grace under section 19 of the Indian Universities Act of 1904 has granted permission to appear.

2. Inspecting Officers of the Education Department and Schoolmasters teaching within the territorial juris- diction of the University, or women who have matri- culated, may, at any time not less than two years after matriculation, be admitted to this examination by special grace of the Senate.

3. Any student, who has kept an academical year at a College affiliated to the Universities of Calcutta, Madras, Bombay or the Punjab after matriculation or after the passing of any Intermediate Examination and who wishes to proceed to the Degree of Bachelor of Arts in this University, may be allowed a year corre- sponding to that which he has so kept after matricula- tion or after passing such Intermediate Examination, as the case may be, provided he satisfies the Begistrar

(i) [a) by production of a certificate from a recog- nised medical practitioner that his health renders change of residence expedient, or

(h) by a declaration that his parents or guardians have migrated or been transferred to a station within the territorial jurisdiction of this Uni- versity ; and

(ii) by a satisfactory certificate from the Principal of a College affiliated to the Universities of Cal- cutta, Madras, Bombay, or the Punjab that the corresponding year has been duly kept accord- ing to the Eecriilations in force at the University from which he has migrated.

5. The Intermediate Examination shall be conducted entirely by means of papers, and the same papers shall be used at every place at which the examination is held. With the necessary exceptions in the Language papers every question shall be set and shall be answered in English.

6. Every candidate shall be examined in li) English, and either

7. The Classical Language shall be one of the follow- ing :—

9. Any student who can produce a certificate of having passed an Intermediate Sxamination for the Degree of

Ch.XIII Bachelor of Arts at the Universities of Calcutta, Madras, '& Bombay or the Punjab may be admitted as a student of Ch. XIV. an affiliated College, and shall be exempted from passing the Intermediate Examination.

Ohaptbb XIV- BACHELOK OF AETS-

1. The examination for the Degree of Bachelor of Arts shall be open to

(i) All students who have completed a regular course of study in an affiliated College for not less than two academical years after passing the Inter- mediate Examination, or after passing the exa- minations mentioned in Begulation 9, Chapter XIII.

(ii) Students who have prosecuted a regular course of study for the vear last preceding the examina- tion at an affiliated College and who have under Eegulation 3 of Chapter XIII been permitted to reckon a previous year of study since passing the Intermediate Examination or its equivalent at a College affiliated to the Universities of Calcutta, Bombay, Madras or the Punjab.

4. Every candidate for the B.A. Degree shall be re- quired to show a competent knowledge of three distinct branches of study.

The branches recognised are

Group A.— English.

Group B. Classical Languages Ct.*., Latin, Greek, Hebrew, Arabic or Arabic with Persian, Sanskrit); Mathematics.

Group C. ^Philosophy ; Political Economy ; History.

It shall be open to the candidate to offer himself for examination in English and any two subjects in Group B or in {%) English, (u) any one subject in Group B, and (tit) any one subject in Group C.

Chapthe XV.

MA8TEE OF AET8.

1. Any person to whom the Senate by special grace under section 19 of the Indian Universities Act of 1904 has granted permission to appear or a student who has been admitted to the Degree of Bachelor of Arts or Bachelor of Science by this University or by the Univer- sities of Calcutta, Madras, Bombay or the Punjab, shall, when he so desires, be permitted to proceed to the Degree of Master of Arts*

6. The examination in languages shall be in English, or in one of the following Classical Languages, viz., Sanskrit, Arabic, Arabic with Persian, Greek, Latin or Hebrew.

7. The examination in English shall include the language, literature and history of England and, in the case of European graduates, Latin in English.*

8. The examination in any Classical Language other than Sanskrit shall include the language, literature and history of the country to whieh it belongs.

9. The examination in Sanskrit shall include the Sanskrit language, literature and philosophy.

BACHELOE OF SCIENCE.

. The examination for the Degree of Bachelor of Science shall be open to

A graduate who has been admitted to the Degree of B.A. or B.Sc, or who has been admitted to a similar degree by the Universities of Calcutta, Madras, Bombay or the Punjab, and who has studied for the year previous to his examination at a College affiliated in the Branch of Teaching, shall, if he so desires, be permitted to pro- ceed to the Degree of Licentiate of Teaching.

2. The examination shall be both in the Theory and cb. XIX in the Practice of Teaching. In the Theory of Teaching A the examination shall be conducted by means of papers. ^^ ^^'

3. A candidate shall further, in the presence of at least two Examiners appointed by the Board of Exa- miners, give satisfactory evidence of ability to manage a class and shall give two lessons on subjects embraced in the curriculum of High Schools, one of which shall be on the English language.

The examination in the practice of Teaching shall be conducted at the Training College at which the student was trained and the Examiners shall also take into con- sideration the record that has been kept at the College of the work done by the student during his course of training.

Chaptee XX.

BACHELOE OF LAWS.

Any candidate

(t) who has been admitted to the Degree of B.A. or B.Sc. in this or in any other British Indian or English or Irish University or to the Degree of Master of Arts in a Scotgh University,

(n) who has received from the Senate a special grace under section 19 of the Indian Universities Act of 1904,

shall be permitted to proceed to the Degree of Bachelor of Law^s.

2. Such candidate after completing a " regular course of study*' in an aflSliated School of Law for not less.than* one academical year (of twelve month» including vaca- tions) shall be admitted to the Previous Examination in Law.

3. Every candidate for admission to this examination shall produce a certificate in the form hereinafter pres- cribed to the effect that he has prosecuted a *' regular course of study ^ in a School of Law affiliated to this

4. The Previous Examination in Law shall be held onco in every year at the following places :

Agra, Allahabad, Aligarh, Bareilly, Oawnpore, Jabal- pur, Lucknow, Meerut and Nagpur :

and at such other places as the Syndicate may from time to time appoint :

Provided always that the Syndicate, if not satisfied that proper arrangements can be made for supervision, may remove any place or places from the list of centres.

5. The Faculty shall from time to time prescribe the total number of lectures, not being less than eighty, to be delivered both for the Previous and for the Final examinations during the acadernical term.

6. The examination shall be conducted entirely by means of papers.

7. Every candidate shall present himself for the exa- mination in the following subjects :

(i) Jurisprudence.

(ii) The Law of Contracts.

(Hi) The Law of Easements and Torts.

{iv) The Law of Evidence.

(V) Criminal Law and Protjedure.

8. A paper shall be set in each of the above subjects, and the examination shall be held in such order as the Faculty may direct.

9. The Faculty shall from time to time reoomuaiend the text- books and the Acts to be studied in connection with the subjects prescribed both for the Previous and the Final examinations.

19. No candidate shall be admitted to the examina- tion for the Degree of Bachelor of Laws unless he has passed the Previous Examination in Law, and has sinoe

passing the said examination prosecuted a ** regular Ch. XX. course of study'' for not less than one academical year of twelve months including vacations in a School of Law affiliated to the University.

10 (a). Notwithstanding anything contained in these Eegulations, any candidate who has obtained the Degree of B.A, or B.Sc, as aforesaid shall, up to 31st December, 1908, be admitted to the Previous Examina- tion in Law if he has prosecuted i^ '* regular course of study " for not less than one academical year in a School of Law affiliated to the University, and to the LL.B. Examination if he has prosecuted such course of study for not less than two academical years prior to the 1st November, 1906.

11. A candidate iailing to pass may be admitted to one or more subsequent examinations on his making a fresh application and on payment of a fresh fee, notwithstanding anything containM in Chapter XI, Begulation 16.

12. The examination shall be conducted partly viva voce and partly by papers

(iii) Hindu Law» with the statutory modifications thereof.

(iv) Mahommedan Law, with the statutory modfica- tions thereof.

(v) The Law relating to Transfer of Property, including the principles of Equity, in so far as they relate to the subject.

(vi) Equity with special reference to the Law of Trusts and of Specific Belief.

(vii) Jurisprudence and Indian Constitutional Law.

14. A paper shall be set in each of the above subjects. The examination shall be held in such order as the Faculty may direct.

15. As soon as may be possible after the examina- tion, the Syndicate shall publish a list of the candidates who have passed/ either in the Previous or in the LL.B. Examination, arranged in two classes.

All candidates who have passed shall be placed in one or other of such classes. A candidate who, out of the aggregate marks obtainable, obtains not less than 60 per cent shall be placed in the Jlrst class, and a candidate who obtains not less than 50 per cent shall be placed in the second class : Provided that no candidate shall be placed in either class who does not succeed in obtaining a minimum of 80 per cent of the marks allotted to each paper. Fifteen per cent of the marks assigned to each subject shall be allotted to the vivd voce examination.

Chafteb XXI. MASTER OF LAWS.

1. Any candidate who has obtained the Degree of Bachelor of Laws shall, two years after obtaining the said degree, and when he so desires, be admitted to the exam* ination for the Degree of Master of Laws.

2. The examination shall be conducted partly vivA voce and partly by papers.

The Faculty shall from time to time indicate generally the subjects for examination.

3. The standard for this examination shall be fixed by the Faculty.

DOCTOE OF LAWS,

(a) that two members of the Faculty of Law or two Doctors of Laws certify to the satisfaction of the Syndicate that since obtaining the Degree of Master of Laws he has practised his profession with repute for at least five years and that in habits and character he is a fit and proper per- son for the Degree of Doctor of Laws ; and

(5) that he has written an essay approved by the Faculty of Law, or by a sub-committee thereof, on some subject connected with Law or with Jurisprudence.

MISCELLANEOUS. 1. Upon receipt of a notice from thie Local Govern- ment inviting the Senate to recommend one of its Fellows to the nominated Councillor for making Laws and Ee- guktions the Vice -Chancellor shall, for the purpose of making such recommendation, copvene a Convocation consisting of

(i) the Senate ;

(it) Honorary Fellows, if any, of the University who

held the office of Fellow of the University, on

the first day of October 1904.

The proceedings shall be held either in the ordinary way or in the manner prescribed in Chapter I, Eegula- tions 6 10, as the Presideilt may determine.

2 Meetings of the Senate, Syndicate and Faculties shall, unless for special cause the Chancellor or Vice- Chancellor direct otherwise, be held in the Muir Central College.

Far the Chancellor-^iB a deep crimson cloth gown, with a four inch band of cream coloured plush down the front and round the bottom of the sleeves outside. The cap shall be a black velvet square cap with a gold tassel.

For the Vice-ChaneeUor is & deep crimson cloth gown, - with a two inch band of cream coloured plush down the front round the bottom of the sleeves outside. The cap shall be a black velvet square cap with a silver tassel.

For the Registrar and Fellows' is the M.A. gown and hood of the University of Allahabad or of the Univer- sity of which they are graduates. The cap shall be either a black velvet square cap with a black silk tassel ; or, if preferred, a ** turban.'*

The hood shall be of black silk edged with one band of three inches of amber yellow silk on both sides.

In the case of all graduates the cap shall be either a black cloth square cap with black silk tassel, or, if pre- ferred, a " turban " or '<amama" of approved pattern..

5. The fee prescribed for the initial entry of a g;raduate in any t'aculty upon the register of graduates 18 lis. 3. The name so entered ehall be retained on payment of an annual fee of Be. 1 to be paid on or before the 15th day of January in each year : Provided that a graduate whose name has been entered upon the register may at any time compound for all subsequent payments by payings a sum of Bs. 16.

6. The Syndicate shall from time to time prepare such forms and registers as' may be deemed necessary. The forms when so prepared, shall be appended to these

7, In these Eegulations the following words and expressions have the following meanings unless a differ- ent intention appears from the subject or context :

(a) **Afl&liated College" means a College affiliated to the University of Allahabad in the one or more courses of study prescribed for and up to the standard required for any examination specified or intended in the Regulation in which the words occur.

(6) "Gazetted holiday'' means a day gazetted as a holiday by the Board of Eevenue, U. P.

{c) *' Governing Body" includes the proprietor, founder and trustee of a High School,

(d) " Eegular course of study *' means

(t) not less than 75 per cekt. of attendance in one year, ue,, from the beginning of the school or academical year up to the latest date of sending in applications for admission to the examination.

yii) or, where the course prescribed extends over two years, not less than 75 per cenU of attend- ance on the two years calculated together.

8. These Begulations shall come into force on the 1st day of November 1905. Notwithstanding anything contained in these Begulations to the contrary, the Provisional Syndicate, i'rovisional Faculties, Provisional Boards of Studies and Provisional Boards of Examiners shall continue until the second Monday in the month of November 1905 to be respectively the Syndicate, Faculties, Boards of Studies and Boards of Examiners and to exercise all such powers as have been conferred upon them by these Eegulations before they came into force.

REGULATIONS IN ARTS.

BNTBANCB EXAMINATION.

1. The Entrance Examination shall be held once in every year, at a time fixefl by the Syndicate, at Allahabad and at such other places* as the Syndicate shall from time to time appoint. The date shall be approximately notified in the University Calendar of each year.

2. Any person, who is a resident of, or who has studied for not less than an academical year in a school in the North-Western Provinces and Oudh,t Central Provinces, Bajputana or Central India, and who, on the date of the commencement of the exainination shall have completed the age of 16 years, may be admitted to the Entrance Examination.

Candidates who appear from Government, Aided or other recognized High Schools must have attended a eourse of instruction at their school for at least one year last preceding the date of the examination. Less than 75 per cent, of the attendance from the beginning of such s6hool year up to the latest date of sending in applications for admission to the examination shall not be deemed prosecution of such a course of study.

3. Every candidate for admission to the Entrance Examination shall send his application, with a certificate

4. Each candidate who appears from a Government, Aided or other recognized High School, after prosecuting the prescribed course of study therein, shall pay a fee of Ten Bupees to the Begistrar ; every other candidate shall pay a fee of Sixteen Bupees to the Begistrar. No candidate who fails to pass, or who from sickness or other cause is unable to present himself for examination, shall receive a refund of 4iis fee. A candidate may be admitted to one or more subsequent Entrance examina* tions on payment of the prescribed fee on each occasion.*

5. The Entrance Examination shall be conducted by means of printed papers, the same papers being used at every place at which the examination is held.

With the exceptions necessary in papers in a classi- cal language, every question shall be set and shall be answered in English.

6. At the Entrance Examination every candidate shall be examined in the following subjects :

I.-— In English, one paper will be set from » prescribed ^coarse in Prose and Poetry together with a iftmple passage or passages of English from a book not prescribed. A eecond paper will be set in English Grammar and idiom and^ a third paper in translation into English from an Indian "Vernacular* or other modern languagef to be determined by the Syndicate : provided that for such translation there be substituted English Composition in the case of any candidate whose mother tongue is English. The text-books will be fixed from time to time by the Syndicate. (See Appendix B.)

II. One paper will be set in History and one in Geography. In History the questions will be set in the History of India and England. In Geography the ques- tions will be set in General and Physical Geography. The text-books may be fixed from time to time Dy the Syndicate. (See Appendix B.)

III. In Mathematics, one paper will be set in Arithmetic and Algebra, and a second paper in Gteometrj and Mensuration.

The course in Arithmetic includes the four Simple Eules, Vulgar and Decimal Fractions, Eeduction, Prac- tice, Proportion, Simple Interest, Extraction of Square Boot, Compound Interest, Present Worth, Discount and Stocks.

The course in Algebra includes the four Simple Bules, Proportion, Simple Equations, Extraction of Square Boot, Greatest Common Measure and Least. Common Multiple.

The course in Geometry includes the first four Books of Euclid, with easy deductions.

The course in Mensuration includes so much as presupposes a knowledge of the first four Books of Euclid.

lY. In Classieal Languages one paper will be set in a text-book and Grammar ; and a second paper in the translation into English of easy passages from a book not prescribed, and in the translation into the Classical Language from English of easy sentences illustrating grammatical principles. The text-book and Grammar will be filed from time to time by the Syndicate. (See Appendix B.)

7. After the examination the (Syndicate shall publish a list of the candidates who have passed, arranged in three divisions, ^the First Division in order of merit and the Second and Third Divisions in alphabetical order. Every successful candidate shall receive a cer- tificate in the form entered in Appendix A, and shall be admissible as an undergraduate of the University.

8. The Syndicate may accept the ordinary certificate of the Final examiifations prescribed for European Schools as equivalent to the Entrance Examination of

^ the University: provided (1) that the candidate has passed such Final Examination and that the percentage of the total marks for Arithmetic and Mathematics together gained by the candidate is not less than the percentage of the total marks for Mathematics which has to be obtained in order to pass the Entrance Exami- nation ; (2) that the Department of Public Instruction satisfy the Syndicate that the said Final Examination is conducted in an efficient manner and maintained at a standard not inferior to that of the Entrance Examin- ation.

9. The Intermediate Examination shall be held once in every year, at a time fixed by the Syndicate, at Allaha- bad and at such other places* as shall from time to time be appointed by the Syndicate. The date of the Inter- mediate Examination shall be approximately notified in the Utiiversity Calendar of each year.

10. Any undergraduate of the ITniversity may be admitted to this examination, provided he has prosecuted a regular course of study in an affiliated institutiont for not less than two academical years after passing the Entrance Examination. Less than 75 per cent, of atten- dance shall not be deemed prosecution of a regular course of study.

11. Inspecting Officers of the Education Department and Schoolmasters may be admitted to this examination by grace of the Syndicate, if they have passed the En- trance Examination not less than two years previously.^

12. Every candidate for admission shall send his application, with a certificate in the form entered in Appendix A, to the Begistrar. Every such application must reach the Begistrar at least six weeks before the date fixed for commencement of the examination.

t By Besolution 2 of the Syndicate passed at a meeting held on the 12th August, 1893, it has been decided that Inspecting Officers of the Education Department and Schoolmasters of Lower Bengal, Bombay, Madras, and the Punjab shall not be admitted by grace of the Syndicate to the Intermediate Examination in Arts under Begulation II of the Begulations in Arts.

13. Each candidate shall pay a fee of twenty rupees to the Begistrar.*

^ 14. No candidate who fails to pass, or who from sickness or other cause is unable to present himself for examination, shall receive a refund of his fee.

15. No candidate who has failed in the Intermediate Examination shall be admitted to a subsequent Inter- mediate Examination, unless he has attended a regular course of study in an affiliated institution during the iacademical year in which the subsequent examination may be held; proyided that the Syndicate may, in exceptional cases, and on the application of the Princi- pal of the College at which the candidate has been reading, permit a candidate who has attended a regular course of study in an affiliated institution in any year subsequent to the year in which he last failed to be examined at the next examination.

16. The Intermediate Examination shall be conducted by means of printed papers, the same papers being used at every place at which the examination is held. With the necessary exceptions in the Classical Language papers, every question shall be set and shall be answered in English.

17. After the examination the Syndicate shall pub- lish a list of the candidates who have passed, arranged in three divisions,— the First Division in order of m^it, the Second and Third Divisions in alphabetical order. Every candidate shall on passing receive a certificate in the form entered in Appendix A.
